Yes, but fraud is found through financial audits, including forensic audits, not by algorithm, illegally stopping spending and simply declaring "fraud". If there is so much fraud where's the grand juries and the criminal charges being filed. Fraud can be civil and/or criminal so you'd expect lawsuits and charges but, not surprisingly, there aren't any.
